JHMC and Baguio Mountainscapes Ink Landmark First Registration Agreement

A landmark agreement was formalized as John Hay Management Corporation (JHMC), led by President and Chief Executive Officer Manjit Singh Reandi, together with Baguio Mountainscapes Inc., represented by Financial Controller Nancy Rivera, signed the first Registration Agreement under Republic Act No. 11534, known as the CREATE Act, as amended by Republic Act No. 12066, or the CREATE MORE Act.

The agreement officially designates Baguio Mountainscapes Inc. as a Registrant under the said law, making it eligible for fiscal incentives such as income tax holidays, an enhanced deduction regime, and duty exemptions on importation. As an Investment Promotion Agency (IPA), JHMC is vested with delegated authority to approve registrations and extend incentives for projects with capital investments of up to ₱15 billion, subject to oversight by the Fiscal Incentives Review Board (FIRB). This milestone further reinforces JHMC’s role in harmonizing national legislation with its local mandate, ensuring that investment promotion is pursued with both accountability and transparency.

Beyond fiscal advantages, JHMC emphasized its responsibility to ensure that incentives translate into tangible community benefits by fostering job creation for local residents, advancing skills development to empower the workforce, promoting environmental sustainability to safeguard Camp John Hay’s natural heritage, and driving inclusive growth that uplifts diverse sectors of society.

The signing was witnessed by Jane Theresa G. Tabalingcos, JHMC Vice President and COO, and Carlo Bicol, Senior Accounting and Treasury Officer of Filinvest Hospitality Corporation (FHC), reflecting the unity and partnership that made this milestone possible. Also present were Atty. Mary Ellen Cabuhat, JHMC Legal Manager; Atty. Kristoffer Dance, JHMC Director; and Gerald Duagan, Special Economic Zone Administration Manager, whose presence highlighted the strong institutional support behind this historic agreement.

President Singh Reandi highlighted that this first Registration Agreement reflects JHMC’s commitment to responsible investment promotion, balancing economic opportunity with social and environmental accountability. Rivera, speaking on behalf of Baguio Mountainscapes Inc., expressed her gratitude for the issuance of the Certificate of Registration, noting that being the first to receive it is both an honor and an inspiration. She emphasized that this milestone serves as a strong motivation to work more closely with the JHMC team and to look forward to greater opportunities ahead within Camp John Hay.
