Baguio City, Philippines—In a significant move toward supporting persons deprived of liberty (PDLs), the John Hay Management Corporation (JHMC) and the Baguio City Jail—Male Dormitory (BCJ-MD) formalized their partnership through the signing of a Memorandum of Agreement (MOA) today, June 4, 2025.
JHMC President and CEO Manjit T. Singh Reandi, together with BCJ-MD City Jail Warden J/INSP John Wayland M. Lapon, led the signing ceremony, solidifying their commitment to providing PDLs with opportunities for rehabilitation and livelihood. The event was witnessed by JHMC Vice President and COO Jane Theresa G. Tabalingcos and Unit Executive Jail Officer SJO4 Jerry M. Tengay, underscoring the collaborative effort between the two organizations. “This is about giving PDLs a real chance to turn their lives around. At JHMC, we believe that everyone deserves an opportunity to rebuild and contribute to society in meaningful ways. By working together with BCJ-MD, we’re not just providing livelihood and rehabilitation programs—we’re offering hope, dignity, and a path forward.
This collaboration also strengthens our commitment to environmental care and community development, making a lasting impact beyond just today,” said Singh Reandi. Under this agreement, JHMC will provide assistance to BCJ-MD’s activities that are in line with its overall objective of promoting tourism, human resource development, and environmental sustainability. In return, BCJ-MD will actively participate in Camp John Hay’s green programs, which include tree planting, cleanup drives, and tree care efforts. This three-year agreement will open up greater possibilities for PDLs, allowing them to reconstruct their lives, learn vital skills, and confidently reintegrate into society.
