
One Stop Action Center
JHMC established the One Stop Action Center (OSAC) to facilitate the issuances of permits and certifications for locators inside the reservation, including permits to bring in consumables with commercial value inside Camp John Hay, as well as permits to bring anything out of the JHSEZ. This was effected by a Memorandum of Agreement (MOA) between BCDA and the Bureau of Customs for the implementation of Customs Administrative Order (CAO) No. 2-98. OSAC likewise issues Certificates of Registration for qualified locators to enjoy the tax incentives under RA 7227 and Accreditation Certificates for establishments that desire to locate within the JHSEZ without the benefit of tax incentives.
Other permits issued by the OSAC relate to Environmental Compliance and Infrastructure, with the latter processed through the Office of the Building and Civil Works (OBCW).
