Procurement Of Security Services For

1. A.           CAMP John Hay Special Economic Zone; And
2. B.           Camp John Hay Reservation Area

1.The JOHN HAY MANAGEMENT CORPORATION (JHMC), through its approved 2012 JHMC Corporate Operating Budget, invites Eligible Bidders to bid for the Security Services for two (2) Areas of Responsibility (AOR) under a one year term renewable annually for a maximum of 3 years subject to the result of performance evaluation, exigency of service, availability of funds, and mutual agreement of both parties, with an Approved Budget for the Contract (ABC) for the first year as follows:

2. Bidders may opt to bid for one or both AORs but shall be awarded a contract for only one AOR. Bids in excess of the ABC shall automatically be rejected at the bids opening.

3. Bidders should have completed, five years from the date of submission and receipt of bids, a contract similar to the Projects. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. Interested bidders may obtain further information from JHMC and inspect the Bidding Documents at the address given below during office hours, i.e., from 8:00 am to 5:00 pm, Mondays to Fridays. A complete set of Bidding Documents may be purchased by interested Bidders from July 4, 2012 to July 30, 2012 prior to the deadline of submission of Bids from the address below and upon payment of a non-refundable fee for the Bidding Documents as specified below. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of JHMC, provided that Bidders shall pay the non-refundable fee of PhP11, 500.00 for AOR 1; PhP14,000.00 for AOR 2 or PhP25,500.00 for both AOR for the Bidding Documents not later than the submission of their bids.

6. JHMC will hold a Pre-Bid Conference at 9:00 a.m. on July 17. 2012 at the Bell House Veranda, Camp John Hay, Baguio City, which shall be open only to all interested parties who have purchased the Bidding Documents.

7. All prospective bidders are obliged to attend a site inspection on the areas of JHMC’s jurisdiction with the JHMC Security and Safety Department on July 18, 2012 or on 19 July 2012 at 9:00 A.M.

8. Bids must be delivered to the address below on or before July 30, 2012 at 9:30 a.m.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

9. Bid opening shall be on July 30 2012 at 10:00 a.m. at the Bell House Veranda, Camp John Hay, Baguio City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend. Late bids shall not be accepted.

10. JHMC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
