REQUEST FOR EXPRESSION OF INTEREST
The JOHN HAY MANAGEMENT CORPORATION, through its Bids and Awards Committee (BAC), invites consultants to submit their Letter of Interest (LOI) to apply for eligibility and to bid for the hereunder project:
Name of Project : FORMULATION OF A MASTER DEVELOPMENT PLAN (MDP) FOR THE CAMP 6 AREA.
Location : Tuba, Benguet
Source of Fund : JHMC CAPEX 2009
Approved Budget For the Contract: PHP 500.000.00 Contract Duration: Six (6) months
Delivery Period: Upon Receipt of NTP
1) To conduct feasibility study and cost-benefit analysis of potential ecotourism projects.
2) To prepare a comprehensive Master Development Plan (MDP) for the whole Camp 6 Area, Camp John Hay reservation.
3) To provide other services as stated in Terms of Reference. Prospective bidders should have experience in undertaking a similar project within the last three (3) years with an amount of at least 50% of the proposed project for bidding, and have key personnel and equipment (owned, leased or under purchase) available for the prosecution of the project. The list of minimum equipment requirement is indicated in the Eligibility Forms. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary "pass/fail" criteria. Post-qualification of the Highest Rated and Responsive Bid shall be conducted. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE). The criteria and rating system for the evaluation of bids shall be provided in the ITB. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). Bid Documents will be available only to prospective bidders who pass short listing proceedings from the BAC Secretariat c/o Ms. Evangeline T. Domingo, JHMC Cottage 627 upon payment of a non-refundable amount of PHP 3,000.00.
The JOHN HAY MANAGEMENT CORPORATION assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid. The JOHN HAY MANAGEMENT CORPORATION reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
